You really can start a legitimate UAE company for a few thousand dirhams. The trick is knowing where to save and where cheap will cost you more later.
Where to save
1. Choose a low cost zone. The lowest advertised entry points come from Sharjah and the northern emirates, namely SHAMS, SPC Free Zone, Ajman Free Zone and UAQ FTZ, with licence only packages indicatively from ~AED 5,000 to 8,000.
2. Go zero visa (for now). If you don't yet need UAE residency, a licence only package is dramatically cheaper. Add a visa when you actually need one.
3. Pick a service licence, not trading. If you don't move physical goods, a service/consultancy licence is cheaper and simpler.
4. Start on a flexi desk. A shared desk address satisfies most service licences. Skip the private office until you need it.
5. Consider a freelance permit. If you work solo, a freelance permit can be the cheapest legitimate route to invoicing and (optionally) residency.
Where cheap costs you
- Banking. The cheapest zone with no substance can get your account rejected, and lost weeks cost more than you saved. For some businesses, a slightly pricier, more credible zone is the cheaper option overall.
- Renewals. A low year-one promo can hide higher renewal costs. Ask for year-two pricing in writing.
- Wrong structure. Picking a free zone when you needed mainland (to sell to UAE consumers) means paying twice. Get the structure right first.
A lean, legitimate starting point
For many solo founders and early startups, the cheapest sensible setup is a zero visa service licence in a low cost zone, upgraded with a single visa and flexi desk once you need residency, landing somewhere around AED 6,000 to 20,000 all in depending on choices.
"Cheapest" and "best value" aren't the same. Optimise for the lowest total cost of getting to a working company with a bank account, not just the lowest licence sticker price.
